Heat ½ cup oil in a pot and fry sliced onions until golden and crispy. Remove half for layering.
In the same pot, add ginger garlic paste and sauté.
Add mutton, green chilies, yogurt, chili flakes, coriander powder, garam masala, black pepper powder, roasted crushed coriander, and salt.
Cook well on medium flame until the oil separates.
Add kewra water, 1½ glass water, and all the whole spices.
Cover and cook on low flame until the mutton is tender, keeping some gravy in the masala.
Add tomato slices, coriander, mint, green chilies, curry leaves, lemon slices, aloo bukhara, whole red chilies, and the fried onions over the mutton gravy.
Boil 2½ cups rice with salt and 1 tbsp oil until 60% cooked.
Layer the 60% cooked rice over the mutton masala.
Cover the pot. Cook on high flame until steam appears.
Reduce to low flame and cook on dum until done.
